Ukraine – China: 25 years of friendship and mutual support

In January 1992, China officially recognized Ukraine as an independent state, two countries have established diplomatic relations.

The bilateral relations between Ukraine and China represent the strategic partnership, while reflecting longstanding traditions of friendship and cooperation between two countries. China invariably supports Ukraine’s sovereignty and territorial integrity. Ukraine remains firmly committed to “one China” policy. Given ongoing transformation and reforms in Ukraine in recent years, the two sides are currently undertaking measures aimed at launching a new phase of development of bilateral relations with the view to bringing them up at a new level.

The China’s strategic vision is reflected in the One Belt One Road initiative announced in 2013 by the President Xi Jinping. And China now is going global via the Belt and Road strategyleading other countries to the common prosperity.

Within this initiative China and Ukraine have common interests. It is driven by several key factors. These factors include Ukraine’s geographic location and its potential to become a major transit hub within “the Silk Road”, in addition to the Deep and Comprehensive Free Trade agreement between Ukraine and Europe (DCFTA), and of course Ukraine’s industry potentials.

Simply by looking at the map, it is clear that Ukraine’s is strategically located along the land route from China to the EU, whichmakes Ukraine’s territory an attractive spot for a major transit hub and destination for investments.

In this contest very important working tool is the EU-Ukraine DCFTA provisionally entered into force on January 1, last year.

According toEuropean Commission, “The DCFTA will offer Ukraine a framework for economic development by the opening of markets via the progressive removal of customs tariffs and quotas, and by an extensive harmonization of laws, norms and regulations in various trade-related sectors, creating the conditions for aligning key sectors of the Ukrainian economy to EU standards.”

There are two elements of importance here: geographic proximity to the EU and potential for investment. Ukraine has oriented its foreign and domestic policy towards Europe. In playing by the rules, Ukraine will attract Chinese business hoping to invest in manufacturing for export to the EU.

The one of the main attractions for China is Ukraine’s agricultural sector especially in the context of ensuring China food security and diversity.

The bilateral trade turnover between Ukraine and China amounted to $7 billion in 2016.

About $2.5 billions was Ukrainian export to China and half of it amount is the export of agricultural production.

As for today, more than 80% of agricultural export – vegetable oil and corn grain.

Our next steps in this sphere are:

Ø Increase the supply of organic products to China: pastry, wine, sugar, dry fruits, honey, etc.

Ø Increase the export of our milk production.

Ø Launch the export of processed meat.

Cultural and humanitarian cooperation between Ukraine and China is also our priority developing efficiently. It reflects in implementation of bilateral art projects, educative campaigns and other forms of cultural exchanges between our two countries.

Recently, Taras Shevchenko art museum was opened in Beijing’s Li Kezhang Gallery. Here in Shanghai we reached a principal understanding with the municipal People’s Government to install the Taras Shevchenko monument in the Lu Xun Park.

Each year, the number of Ukrainian students studying Chinese language and culture and Chinese students studying Ukrainian language and culture are increasing rapidly. Thus, the Department of Ukrainian language and literature was opened in the year 2014 at Shanghai International Studies University.

The liberalization of visa procedures is an important step on the way to each other. Now, Chinese citizens travelling with tourist or business purpose may obtain single-entry visa on arrival at the international airport “Boryspil”, “Zhuliany” (Kyiv) and “Odesa” (Odesa). The Ukrainian government is ready to take further steps in visa regime, which will positively influence the development of the tourism industry, intensify cooperation in business sector and attract Chinese investments to Ukrainian economy.

This December high delegation headed by Vice-Premier of the State Council of the People’s Republic of China Ma Kai visited Ukraine for the third session of the China-Ukraine Intergovernmental Commission on Cooperation.

On the outcomes of the Commission a number of documents were signed. Among them are: an Action Plan on jointly building the Silk Road Economic Belt and the 21st-Century Maritime Silk Road, Memorandum of Understanding on Energy Efficiency, Renewable Energy and Alternative Fuels between the State Agency for Energy Efficiency and Energy Saving of Ukraine and National Energy Administration of China, Program of Cultural Cooperation between the Ministry of Culture of Ukraine and the Ministry of Culture of the People’s Republic of China for 2018-2022, Agreement between the Ministry of Education and Science of Ukraine and the Ministry of Education of the People’s Republic of China on cooperation in education area, The Program of Ukrainian-Chinese Investment Cooperation in the agro-industrial complex etc. Also, several joint projects were agreed for a total of about USD 7 billion.

All this is reliable basis for further fruitful development of bilateral cooperation between our two states in the next 25 years. But, many more such moves are yet to come.

China and Ukraine have a strategic interest in each other. This interest is based on a long-term perspective that views Ukraine as a key link to Europe when China pursues itsgrand strategy for Eurasia implementing the One Belt One Road initiative.
